                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for revocation of certain route
     3     approvals for combinations and hazardous material vehicles
     4     and for erection of traffic-control devices.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 4908 of Title 75 of the Pennsylvania
     8  Consolidated Statutes is amended by adding a subsection to read:
     9  § 4908.  Operation of certain combinations on interstate and
    10             certain primary highways.

    12     (g)  Construction zone route revocations.--Whenever any
    13  interstate or other highway is designated as a construction zone
    14  alternate route, the department, on its own motion to assure
    15  public safety or at the request of an approving municipality,
    16  may revoke any approvals for placarded hazardous material
    17  vehicles or combinations to operate over that portion of the
    18  highway designated as a construction zone alternate route. The


     1  department shall provide an alternate route for any banned
     2  vehicles.
     3     Section 2.  Section 6122(b) of Title 75 is amended to read:
     4  § 6122.  Authority to erect traffic-control devices.
     5     * * *
     6     (b)  Standards for department approval.--
     7         (1)  The department shall promulgate rules and
     8     regulations setting forth minimum standards and factors to be
     9     considered in determining whether approval shall be given by
    10     the department for the installation and maintenance of
    11     official traffic-control devices. The factors shall include,
    12     but not be limited to, the volume of traffic and the number
    13     of accidents that occurred in each of the three preceding
    14     years.
    15         (2)  Whenever the department designates a construction
    16     zone alternate route, the department may immediately erect
    17     such traffic devices as may be necessary to protect the
    18     safety of motorists and residents. The traffic devices may
    19     include speed restrictions, traffic-control signals and signs
    20     and any other necessary devices.

    22     Section 3.  This act shall take effect in 60 days.
