AN ACT
1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2 act relating to the public school system, including certain
3 provisions applicable as well to private and parochial
4 schools; amending, revising, consolidating and changing the
5 laws relating thereto," further providing for collective
6 bargaining agreements.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. The act of March 10, 1949 (P.L.30, No.14), known
10 as the Public School Code of 1949, is amended by adding sections
11 to read:
12 Section 1153-A. Public Inspection of Proposed Agreements.--
13 The proposed written agreement under section 1151-A shall be
14 made available by a school entity for public inspection no fewer
15 than ten (10) days prior to the ratification vote by the
16 governing body of the school entity. Any citizen of this
17 Commonwealth shall have the right to take extracts or make
18 copies of the proposed written agreement and to make photographs
19 or photostats of the same while the proposed written agreement
1 is in the possession, custody and control of the school entity.
2 The school entity shall have the right to adopt and enforce
3 reasonable rules governing the making of the extracts, copies,
4 photographs or photostats.
5 Section 1154-A. Public Comments on Proposed Agreements.--In
6 accordance with the provisions of the act of July 3, 1986
7 (P.L.388, No.84), known as the "Sunshine Act," the governing
8 body of the school entity shall provide a reasonable opportunity
9 for public comment prior to the ratification vote on the
10 proposed written agreement.
11 Section 2. This act shall take effect immediately.
