           RITTER, EVANS, WAMBACH, PUCCIARELLI, MICHLOVIC, PETRONE,
           MURPHY, ITKIN, MICOZZIE, McMONAGLE, COLE AND BORSKI,

        REFERRED TO COMMITTEE ON STATE GOVERNMENT, APRIL 27, 1982

                                     AN ACT

     1  Providing for the submission to the electors of the Commonwealth
     2     of a nonbinding referendum relating to the proposal of a
     3     freeze on the further escalation of nuclear arms.

     4     The General Assembly finds as follows:
     5         (1)  That a mutual United States/Soviet freeze on further
     6     testing, production, and deployment of nuclear weapons has
     7     been advanced by prominent political, scientific, and
     8     religious leaders as an effective method of arresting the
     9     nuclear arms race.
    10         (2)  That there is an urgent need to create broader
    11     public awareness of this issue and to provide a means whereby
    12     the concerns of Pennsylvania's citizens may be communicated
    13     to our National policy makers.
    14     The General Assembly of the Commonwealth of Pennsylvania
    15  hereby enacts as follows:
    16     Section 1.  At the municipal or general election next
    17  following the effective date of this act, a nonbinding

     1  referendum shall be placed upon the ballot for consideration by
     2  the electors. The ballot question shall be:
     3         Shall the United States propose to the Soviet Union that
     4     both governments immediately agree to a mutually verifiable
     5     freeze of all further development, testing, production, and
     6     deployment of nuclear warheads, missiles, and delivery
     7     systems?
     8     Section 2.  This referendum shall be held in accordance with
     9  the act of June 3, 1937 (P.L.1333, No.320), known as the
    10  "Pennsylvania Election Code," and the results thereof shall be
    11  disseminated to the press and the general public by the
    12  Department of State as soon as practicable.
    13     Section 3.  This act shall take effect immediately.
