AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

Statutes, providing for county registration of motor

3

vehicles.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Chapter 13 of Title 75 of the Pennsylvania

7

Consolidated Statutes is amended by adding a subchapter to read:

8

1381.  Requirement.

§ 1381.  Requirement.

13

(a)  General rule.--Each vehicle required to be registered

14

under this chapter also must be registered in the county wherein

15

the owner resides as provided for in this section.

16

(b)  Authority.--Each county may adopt an ordinance requiring

17

the owner of any vehicle referred to in subsection (a) to

18

register that vehicle.

19

(c)  Fees.--The fee each county may charge for such

registration shall be $10 in addition to the cost of any sticker

2

or emblem that may be required to be affixed to the vehicle.

3

Fees imposed under this subsection shall be in addition to any

4

other fees imposed under this chapter.

(d)  Funds established.--Each county that enacts or adopts an

6

ordinance under subsection (b) shall deposit all revenues from

7

fees imposed under subsection (c) in a restricted receipts

8

account with the use of the funds restricted as provided for in

9

subsection (e).

(e)  Use of funds.--The money deposited in the restricted

11

receipts accounts may only be used as follows:

12

(1)  Eighty percent distributed to municipalities within

13

the county for local road and bridge maintenance.

14

(2)  Fifteen percent for county road and bridge

15

maintenance.

16

(3)  Five percent for administrative costs.

17

(f)  Regulations.--The department may promulgate regulations

18

necessary to carry out the provisions of this section.

19

Section 2.  This act shall take effect in 60 days.
