                                     AN ACT

     1  Authorizing submission of a question to the electorate
     2     pertaining to incurring certain indebtedness; and
     3     provisionally authorizing the incurring of debt for water and
     4     wastewater treatment projects.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Short title.
     8     This act shall be known and may be cited as the Water and
     9  Wastewater Treatment Project Bond Act.
    10  Section 2.  Question of indebtedness.
    11     (a)  Authorization.--Pursuant to the provisions of section
    12  7(a)(3) of Article VIII of the Constitution of Pennsylvania, the
    13  question of incurring indebtedness of $250,000,000 for grants
    14  and loans for the acquisition, repair, construction,
    15  reconstruction, rehabilitation, extension, expansion and
    16  improvement of water and wastewater infrastructure, including
    17  water supply and sewage treatment systems, shall be submitted to
    18  the electors at the 2004 primary election.


     1     (b)  Certification.--The Secretary of the Commonwealth shall
     2  forthwith certify the question to the county boards of
     3  elections.
     4     (c)  Question.--The question shall be in substantially the
     5  following form:
     6         Do you favor the incurring of indebtedness by the
     7         Commonwealth in the amount of $250,000,000 for use as
     8         grants and loans for construction, expansion or
     9         improvement of water and wastewater infrastructure,
    10         including water supply and sewage treatment systems?
    11  Section 3.  Debt to be utilized for water and wastewater
    12                 treatment projects.
    13     If the question in section 2 is submitted to the electors and
    14  approved in accordance with law, the Commonwealth is authorized
    15  to incur additional indebtedness, not to exceed $250,000,000, to
    16  finance grants and loans as hereafter provided by law.
    17  Section 4.  Effective date.
    18     This act shall take effect immediately.
