                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania relating to the enactment of a general
     3     appropriation act.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  The following amendment to the Constitution of
     7  the Commonwealth of Pennsylvania is proposed in accordance with
     8  the provisions of Article XI thereof:
     9     That section 13 of Article VIII be amended by adding
    10  subsections to read:
    11  § 13.  Appropriations.

    13     (c)  Should the General Assembly be unable to enact a general
    14  appropriation act by the first day of the fiscal year, the
    15  General Assembly shall postpone all business, committee
    16  meetings, hearings and other activities unrelated to the
    17  deliberation and enactment of a general appropriation bill. It
    18  shall become the primary and sole duty of the General Assembly

     1  to enact an appropriations bill.
     2     (d)  Should the General Assembly be unable to enact a general
     3  appropriation act by the first day of the fiscal year, the
     4  General Assembly shall be obligated to remain in session until
     5  such date as a general appropriation bill shall be enacted.
