                                     AN ACT

     1  Designating a bridge in Coudersport Borough, Potter County, as
     2     the Specialist Mike Franklin Memorial Bridge.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Specialist Mike Franklin Memorial Bridge.
     6     (a)  Findings.--
     7         (1)  Specialist Michael W. Franklin lived in many areas
     8     of the United States, moving with his parents Bill and Tina
     9     Martin Franklin, but Potter County always remained his home.
    10         (2)  Both his parents were raised in Coudersport, where
    11     his grandfather owned the local bowling alley.
    12         (3)  Michael Franklin attended Freedom Village USA, and


     1     received his GED from Coudersport High School in May 2003.
     2         (4)  In August 2003 Michael Franklin enlisted in the
     3     United States Army, and, upon completion of basic military
     4     training, received advanced specialty training as a combat
     5     engineer.
     6         (5)  In August 2004 Specialist Franklin volunteered to
     7     deploy to Iraq with the 44th Engineer Battalion, 2nd Brigade
     8     Combat Team, 2nd Infantry Division.
     9         (6)  Specialist Michael W. Franklin was killed in action
    10     on March 7, 2005, in Ramadi, Iraq.
    11         (7)  Specialist Franklin's devotion to duty, performance
    12     and selfless service are in keeping with the highest
    13     traditions of military service and reflect great credit upon
    14     him, the United States Army and our nation.
    15     (b)  Designation.--The bridge carrying State Route 6, Segment
    16  0280, Offset 0000, over the Allegheny River in Coudersport
    17  Borough, Potter County, is hereby designated as the Specialist
    18  Mike Franklin Memorial Bridge.
    19     (c)  Signs.--The Department of Transportation shall erect and
    20  maintain appropriate signs which shall display the name of the
    21  bridge designated in subsection (a) at each end of the bridge.
    22  Section 2.  Effective date.
    23     This act shall take effect in 60 days.
