                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, reducing the number of Senators and members
     3     of the House of Representatives.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  The following amendment to the Constitution of
     7  the Commonwealth of Pennsylvania is proposed in accordance with
     8  Article XI thereof:
     9     That section 16, Article II of the Constitution be amended to
    10  read:
    11  § 16.  Legislative districts.
    12     The Commonwealth shall for the years 1992 through 2001 be
    13  divided into [50] 46 senatorial and [203] 184 representative
    14  districts and for the year 2002 and thereafter be divided into
    15  40 senatorial and 160 representative districts, which shall be
    16  composed of compact and contiguous territory as nearly equal in
    17  population as practicable. Each senatorial district shall elect
    18  one Senator, and each representative district one
    19  Representative. Unless absolutely necessary no county, city,

     1  incorporated town, borough, township or ward shall be divided in
     2  forming either a senatorial or representative district.
     3                              SCHEDULE
     4     For the years 1992 through 2001, the Commonwealth shall be
     5  reapportioned not later than February 1, 1991 leased upon the
     6  tabulations of the 1990 Federal decennial census.
     7     For the year 2002 and thereafter, the Commonwealth shall be
     8  reapportioned not later than February 1, 2001 based upon the
     9  tabulations of the 2000 Federal decennial census.
