                                     AN ACT

     1  Requiring counties to cause the graves of former Governors of
     2     Pennsylvania to be decorated with flags on Memorial Day.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Duty of county commissioners.
     6     It shall be the duty of the county commissioners of each
     7  county to provide flags on each Memorial Day with which to
     8  decorate the graves of former Governors of Pennsylvania buried
     9  within the county.
    10  Section 2.  Flags.
    11     The flags to be used for such purposes shall be the official
    12  flag of the Commonwealth with an inscription either on the flag
    13  or on an attached banner, as prescribed by the Secretary of the
    14  Commonwealth bearing the words "Former Governor of
    15  Pennsylvania." The flags and banners shall be of one standard
    16  size, as prescribed by the Secretary of the Commonwealth, and
    17  shall be purchased at the expense of the county from moneys in

     1  the county treasury. The moneys expended by any county under
     2  this act shall be in addition to moneys appropriated by counties
     3  for Memorial Day purposes.
     4  Section 3.  Determination of grave sites.
     5     The county commissioners of each county are hereby authorized
     6  and directed, in cooperation with the local historical society,
     7  to determine if any persons elected Governor of the Commonwealth
     8  since 1790 are buried in the county and the locations where the
     9  bodies are interred.
    10  Section 4.  Placement of flags.
    11     The flags shall be furnished to the local historical society
    12  for placement on the graves, with such accompanying ceremonies
    13  it may deem appropriate. However, the failure of a local
    14  historical society to carry out this function shall not relieve
    15  the county commissioners from the responsibility to see that the
    16  flags are placed on the graves.
    17  Section 5.  Removal of flags.
    18     The authorities in charge of any cemetery are authorized to
    19  remove such flags when the flags become unsightly or weatherworn
    20  at any time not less than 90 days after the flags have been
    21  placed on graves.
    22  Section 6.  Effective date.
    23     This act shall take effect in 60 days.
