                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for exemptions from registration,
     3     classes of licenses, protective equipment, windshield wiper
     4     systems and visual signals.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Sections 1302(a)(11), 1504(d)(1), 3525(b),
     8  4524(d) and 4571(a) and (b) of Title 75, act of November 25,
     9  1970 (P.L.707, No.230), known as the Pennsylvania Consolidated
    10  Statutes, section 1302 amended July 20, 1979 (No.55), are added
    11  or amended to read:
    12  § 1302.  Vehicles exempt from registration.
    13     (a)  General rule.--The following types of vehicles are
    14  exempt from registration:

    16         (11)  Any trailer, including but not limited to non-self-
    17     propelled special mobile equipment, to be used primarily for
    18     off highway use and only operated incidentally upon the


     1     highway.

     3  § 1504.  Classes of licenses.
     4     * * *
     5     (d)  Number and description of classes.--Licenses issued by
     6  the department shall be classified in the following manner:
     7         (1)  Class 1.--A Class 1 license shall be issued to those
     8     persons who have demonstrated their qualifications to operate
     9     a single vehicle not in excess of 30,000 pounds registered
    10     gross weight or any such vehicle towing a trailer not in
    11     excess of 10,000 pounds gross weight. Any fireman who is the
    12     holder of a Class 1 license and who has a certificate of
    13     authorization from his fire chief shall be authorized to
    14     operate any vehicle registered to the fire department
    15     regardless of the  other requirements of this section as to
    16     the class of license required. The holder of a Class 1
    17     license shall also be authorized to drive a motorized
    18     pedalcycle. The holder of a Class 1 license shall not be
    19     deemed qualified to operate buses, school buses or
    20     motorcycles unless the license is endorsed as provided in
    21     this section.

    23  § 3525.  Protective equipment for motorcycle riders.

    25     (b)  Eye-protective devices.--No person shall operate or ride
    26  upon a motorcycle (other than a motorized pedalcycle) unless he
    27  is wearing an eye-protective device of a type approved by the
    28  department.

    30  § 4524.  Windshield obstructions and wipers.

     2     (d)  Windshield wiper systems.--The windshield on every motor
     3  vehicle other than a motorcycle [or motor-driven cycle] or
     4  special mobile equipment shall be equipped with a wiper system
     5  capable of cleaning rain, snow or other moisture from the
     6  windshield, and so constructed as to be controlled or operated
     7  by the driver of the vehicle.
     8  § 4571.  Visual and audible signals on emergency vehicles.
     9     (a)  General rule.--Every emergency vehicle shall be equipped
    10  with one or more revolving or flashing red lights and an audible
    11  warning system. Spotlights with adjustable sockets may be
    12  attached to or mounted on emergency vehicles.
    13     (b)  Police and fire vehicles.--
    14         (1)  Police vehicles may in addition to the requirements
    15     of subsection (a) be equipped with revolving or flashing blue
    16     lights. The combination of red and blue lights may be used
    17     only on police vehicles.
    18         (2)  [Spotlights with adjustable sockets may be attached
    19     to or mounted on police vehicles.
    20         (3)]  Unmarked police vehicles, used as emergency
    21     vehicles and equipped with audible warning systems, may be
    22     equipped with the lights described in this section.
    23         [(4)] (3)  Police and fire vehicles may be equipped with
    24     a mounted rack containing one or more emergency warning
    25     lights or side mounted [adjustable] floodlights[, or both] or
    26     alley lights or all such lights.

    28     Section 2.  This act shall take effect January 1, 1980.
