AN ACT

Amending the act of June 1, 1915 (P.L.656, No.289), entitled "An

2

act providing a system of employment and compensation for the

3

inmates of the Eastern Penitentiary, Western Penitentiary,

4

and the Pennsylvania Industrial Reformatory at Huntingdon,

5

and for such other correctional institutions as shall be

6

hereafter established by the Commonwealth, and making an

7

appropriation therefor," providing for nonpayment of

8

prisoners during a budget impasse.

The General Assembly of the Commonwealth of Pennsylvania

10

hereby enacts as follows:

Section 1.  The act of June 1, 1915 (P.L.656, No.289),

12

entitled "An act providing a system of employment and

13

compensation for the inmates of the Eastern Penitentiary,

14

Western Penitentiary, and the Pennsylvania Industrial

15

Reformatory at Huntingdon, and for such other correctional

16

institutions as shall be hereafter established by the

17

Commonwealth, and making an appropriation therefor," is amended

18

by adding a section to read:

Section 7.1.  Notwithstanding the provisions of section 7 of

this act or any other provision of law to the contrary, no

2

prisoner shall be paid for labor in the event of a budget

3

impasse resulting in the nonpayment of some or all State

4

employees. During such an impasse, prisoners shall receive

5

credit for work performed. Payment based upon credit earned

6

shall be made at the time when payment to all State employees

7

affected by the budget impasse has resumed.

8

Section 2.  This act shall take effect immediately.
