HOUSE BILL

                                     AN ACT

     1  Amending the act of July 28, 1953 (P.L.723, No.230), entitled,
     2     as amended, "An act relating to counties of the second class
     3     and second class A; amending, revising, consolidating and
     4     changing the laws relating thereto," providing for county
     5     comptroller functions for airport authorities.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  The act of July 28, 1953 (P.L.723, No.230), known
     9  as the Second Class County Code, is amended by adding a section
    10  to read:
    11     Section 604.1.  Airport Authorities.--The county controller
    12  shall have the following powers and duties with respect to an
    13  airport authority within the county:
    14     (1)  To inspect, revise and prescribe the form of reports and
    15  accounts of the authority.
    16     (2)  To audit the accounts of the authority and all related
    17  trusts.
    18     (3)  To conduct performance audits of the authority when the
    19  county controller decides it is necessary or is directed to

     1  conduct such an audit either by the county executive or by the
     2  county commissioners, but in any event no less than once every
     3  two years.
     4     (4)  To submit by May 1 an annual verified report to the
     5  county commissioners showing revenues, receipts and
     6  expenditures, the sources from which the revenues and funds are
     7  derived and how they have disbursed. The authority shall comply
     8  in a timely manner to requests from the county controller's
     9  office for financial records, statements and any other
    10  information required to complete the audit.
    11     (5)  To keep separate accounts for each item or appropriation
    12  for the county commissioners and require all warrants to state
    13  specifically against which item the warrant is drawn.
    14     (6)  To accompany each account by a statement in detail of
    15  each appropriation, the amount drawn on each appropriation, the
    16  unpaid contracts charged against it and the balance outstanding.
    17     (7)  To make certain that no appropriation is overdrawn and
    18  that no appropriation for one item is used for any other purpose
    19  or by any unit of government other than that authorized.
    20     (8)  To make certain that sufficient funds from which the
    21  warrant is payable are actually on hand.
    22     Section 2.  All acts and parts of acts are repealed insofar
    23  as they are inconsistent with this act.
    24     Section 3.  This act shall take effect immediately.
