AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in certification of teachers,
providing for temporary certification for associate
substitute teachers.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1215.1. Temporary Certification for Associate
Substitute Teachers.--(a) A temporary associate substitute
teacher certificate may be issued by a public school entity to
an individual who meets all of the following requirements:
(1) The individual is not disqualified from being granted a
teacher's certificate under section 1209.
(2) The individual holds an associate degree from an
accredited college or university with a minimum grade point

average of 3.0 on a 4.0 grade scale.
(3) The individual has completed at least three (3) years of
work experience in the subject area or related field of the
associate degree.
(b) A temporary associate substitute teacher certificate
shall only be used for day-to-day assignments and shall expire
upon the termination of a summer school session following the
date of issuance. For the 2024-2025 and 2025-2026 school years,
a temporary associate substitute teacher certificate issued
under this section may be used for assignments of more than
twenty (20) consecutive days to fill a position due to the
absence of professional certified personnel.
Section 2. This act shall take effect in 60 days.
