                                     AN ACT

     1  Amending the act of November 20, 1968 (P.L.1075, No.329),
     2     entitled "An act providing for the growth and development of
     3     noncommercial educational television; creating the
     4     Pennsylvania Public Television Network Commission as an
     5     independent commission and defining its powers and duties,"
     6     further providing for contracts.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 4, act of November 20, 1968 (P.L.1075,
    10  No.329), referred to as the Public Television Network System
    11  Law, amended October 4, 1978 (P.L.1039, No.235), is amended to
    12  read:
    13     Section 4.  Contracts.--All contracts or purchases made by
    14  the commission involving the expenditure of over [two thousand
    15  five hundred dollars ($2,500)] four thousand dollars ($4,000),
    16  except those involving personal services or items that can only
    17  be obtained from one source, shall be in writing, awarded on the
    18  basis of competitive bidding and shall be made only after notice
    19  of the proposed contract or purchase is published in at least


     1  twelve newspapers, as the commission shall determine will be
     2  sufficient to ensure distribution of the notice throughout the
     3  Commonwealth, at least twenty days before the letting of the
     4  contract or purchase.
     5     Every contract for the construction, reconstruction,
     6  alteration, repair, improvement or maintenance of public works
     7  shall comply with the provisions of the act of March 3, 1978
     8  (P.L.6, No.3), known as the "Steel Products Procurement Act."
     9     Section 2.  This act shall take effect in 60 days.
