                                     AN ACT

     1  Amending Title 23 (Domestic Relations) of the Pennsylvania
     2     Consolidated Statutes, providing for service by certified
     3     mail.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Subsection (b) of section 2513 of Title 23, act
     7  of November 25, 1970 (P.L.707, No.230), known as the
     8  Pennsylvania Consolidated Statutes, added October 15, 1980
     9  (P.L.934, No.163), is amended to read:
    10  § 2513.  Hearing.

    12     (b)  Notice.--At least ten days' notice shall be given to the
    13  parent or parents, putative parent, or parent of a minor parent
    14  whose rights are to be terminated, by [registered] certified
    15  mail to his or their last known address or by such other means
    16  as the court may require. A putative parent shall include one
    17  who has filed a claim of paternity as provided in section 8303
    18  (relating to claim of paternity) prior to the institution of

     1  proceedings. The notice shall state the following:
     2         "A petition has been filed asking the court to put an end
     3     to all rights you have to your child (insert name of child).
     4     The court has set a hearing to consider ending your rights to
     5     your child. That hearing will be held in (insert place,
     6     giving reference to exact room and building number or
     7     designation) on (insert date) at (insert time). If you do not
     8     appear at this hearing, the court may decide that you are not
     9     interested in retaining your rights to your child and your
    10     failure to appear may affect the court's decision on whether
    11     to end your rights to your child. You are warned that even if
    12     you fail to appear at the scheduled hearing, the hearing will
    13     go on without you and your rights to your child may be ended
    14     by the court without your being present. You have a right to
    15     be represented at the hearing by a lawyer. You should take
    16     this paper to your lawyer at once. If you do not have a
    17     lawyer or cannot afford one, go to or telephone the office
    18     set forth below to find out where you can get legal help.
