                                     AN ACT

     1  Amending the act of April 29, 1959 (P.L.58, No.32), entitled "An
     2     act consolidating and revising the Vehicle Code, the Tractor
     3     Code, the Motor Vehicle Financial Responsibility Act and
     4     other acts relating to the ownership, possession and use of
     5     vehicles and tractors," further extending the meaning of the
     6     term handicapped person.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 501.1, act of April 29, 1959 (P.L.58,
    10  No.32), known as "The Vehicle Code," added November 10, 1965
    11  (P.L.839, No.353), is amended to read:
    12     Section 501.1  Special Plates for Handicapped Persons.--On
    13  the application of any person who has lost the use of a leg or
    14  both legs, or an arm or both arms, or any combination thereof,
    15  or any person who is afflicted by cerebral palsy, muscular
    16  distrophy or polio or who is blind, the department shall issue
    17  such handicapped person special registration plates designating
    18  the vehicle so licensed as belonging to a handicapped person.
    19  The registration plates so issued shall, reading from left to


     1  right, bear a handicapped insignia approved by the Department
     2  and shall be followed by such numbers or letters as the
     3  department finds expedient. The department shall not issue
     4  registration plates so designated to any person other than a
     5  handicapped person. The department shall not charge any fee,
     6  other than the regular fee for annual registration, for the
     7  issuance of such registration plates.
     8     Penalty.--Any person who is not a handicapped person, as
     9  prescribed in this section and who wilfully and falsely
    10  represents himself as having the qualifications to obtain such
    11  vehicle registration plates in an attempt to procure the special
    12  plates prescribed by this section, shall, upon summary
    13  conviction before a magistrate, be sentenced to pay a fine of
    14  fifty dollars ($50.00) and costs of prosecution, and in default
    15  of the payment thereof, shall undergo imprisonment for not more
    16  than ten (10) days.
