                                     AN ACT

     1  Providing for a supplemental low-income home energy assistance
     2     program.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the Supplemental
     7  Low-Income Home Energy Assistance Program Act.
     8  Section 2.  Creation.
     9     There is hereby created the Pennsylvania Supplemental Low-
    10  Income Home Energy Assistance Program to be administered by the
    11  Department of Public Welfare.
    12  Section 3.  Operation.
    13     The program shall be administered in the same manner as the
    14  funds in the Federal Low-Income Home Energy Assistance Program,
    15  administered by the Department of Public Welfare in accordance
    16  with Title XXVI of the Omnibus Budget Reconciliation Act of 1981
    17  (Public Law 97-35, 95 Stat. 357), as amended, as it relates to


     1  the provision of:
     2         (1)  Cash benefit payments to eligible low-income
     3     individuals and families to meet the cost of home energy.
     4         (2)  Energy crisis services to eligible low-income
     5     individuals and families.
     6         (3)  Administrative costs associated with the provision
     7     of cash benefit payments and energy crisis services to
     8     eligible low-income individuals and families.
     9  Section 4.  Eligibility.
    10     Eligibility criteria, benefits and benefit levels utilized
    11  for the program shall be consistent with the eligibility
    12  criteria, benefits and benefit levels utilized by the Department
    13  of Public Welfare for the Federal Low-Income Home Energy
    14  Assistance Program for the State fiscal year in which the funds
    15  are appropriated.
    16  Section 5.  Funds.
    17     This program shall be funded under the act of         (P.L.
    18  , No.  ), known as the Tax Delinquency Amnesty Act.
    19  Section 6.  Effective date.
    20     This act shall take effect December 1, 1985.
