        INTRODUCED BY BUXTON, BALDWIN, BEBKO-JONES, CORRIGAN, CRAHALLA,
           CRUZ, DONATUCCI, FABRIZIO, FORCIER, FRANKEL, GRUCELA, HARHAI,
           HORSEY, LEWIS, MAJOR, PALLONE, PAYNE, PICKETT, PISTELLA,
           REICHLEY, ROSS, RUBLEY, SAINATO, SATHER, SCAVELLO AND TRUE,
           OCTOBER 6, 2004

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 6, 2004

                                  A RESOLUTION

     1  Designating October 16, 2004, as "National Feral Cat Day" in
     2     Pennsylvania.

     3     WHEREAS, It is estimated that there are tens of millions of
     4  feral cats in the United States; and
     5     WHEREAS, Two unaltered cats and their offspring can
     6  exponentially produce 420,000 more cats in seven years; and
     7     WHEREAS, Feral cats are cats who were born and raised outside
     8  with little or no human contact or stray cats who have lived
     9  outside long enough to revert to the wild; and
    10     WHEREAS, Feral cats usually cannot be tamed and are most
    11  content living outside in family groups called colonies; and
    12     WHEREAS, Trap-Neuter-Return (TNR) is the nonlethal population
    13  control plan in which entire colonies are humanely (and
    14  painlessly) trapped, vaccinated and neutered by veterinarians;
    15  and
    16     WHEREAS, TNR has been proven to reduce cat populations,

     1  nuisance behaviors such as the yowling of females or the
     2  spraying of toms are virtually eliminated, and the cats can live
     3  healthy, safe and peaceful lives in their territories; and
     4     WHEREAS, Veterinarians, humane societies, national and local
     5  animal protection organizations and private citizens join
     6  together to advocate and participate in the spaying and
     7  neutering of feral and stray cats on "National Feral Cat Day";
     8  therefore be it
     9     RESOLVED, That the House of Representatives designate October
    10  16, 2004, as "National Feral Cat Day" and call upon the people
    11  of Pennsylvania to observe the day by participating in the
    12  spaying and neutering of feral and stray cats in their
    13  neighborhoods or by sponsoring the spaying or neutering of a
    14  feral or stray cat through their local spay/neuter program.
