                               A JOINT RESOLUTION

     1  Ratifying the proposed amendment to the Constitution of the
     2     United States regarding representation of the District of
     3     Columbia in Congress.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  Article V of the United States Constitution
     7  provides for ratification of the United States Constitutional
     8  amendments by the legislatures of three-fourths of the several
     9  states. Congress approved House Joint Resolution 554 on August
    10  22, 1978, proposing to amend the Constitution to provide for
    11  representation of the District of Columbia in the Congress and
    12  submitted said resolution to the states for their ratification.
    13     Section 2.  The proposed amendment to the Constitution of the
    14  United States providing as follows is hereby ratified by the
    15  General Assembly of the Commonwealth of Pennsylvania:
    16                              "Article

     1     "Section 1.  For purposes of representation in the Congress,
     2  election of the President and Vice President, and article V of
     3  this Constitution, the District constituting the seat of
     4  government of the United States shall be treated as though it
     5  were a State.
     6     "Section 2.  The exercise of the rights and powers conferred
     7  under this article shall be by the people of the District
     8  constituting the seat of government, and as shall be provided by
     9  the Congress.
    10     "Section 3.  The twenty-third article of amendment to the
    11  Constitution of the United States is hereby repealed.
    12     "Section 4.  This article shall be inoperative, unless it
    13  shall have been ratified as an amendment to the Constitution by
    14  the legislatures of three-fourths of the several States within
    15  seven years from the date of its submission."
    16     Section 3.  A certified copy of the foregoing resolution
    17  shall be forwarded to the Administrator of General Services in
    18  accordance with 1 U.S.C. § 106(b), to the President of the
    19  United States Senate and to the Speaker of the United States
    20  House of Representatives.
