        REFERRED TO COMMITTEE ON JUDICIARY, FEBRUARY 15, 2006

                                  A RESOLUTION

     1  Declaring March 18, 2006, as "Neighborhood Legal Services
     2     Association Day" in the Commonwealth.

     3     WHEREAS, The mission of the Neighborhood Legal Services
     4  Association (NLSA) is to meet the civil legal needs of poor and
     5  vulnerable individuals through effective legal representation
     6  and education; and
     7     WHEREAS, NLSA, a section 501(c)(3) corporation incorporated
     8  on March 18, 1966, in the Commonwealth of Pennsylvania, has
     9  provided free civil legal services and education to nearly 1
    10  million residents of Allegheny, Beaver, Butler and Lawrence
    11  Counties within Pennsylvania during the past 40 years; and
    12     WHEREAS, Each year thousands of low-income, elderly and
    13  abused families and individuals turn to NLSA to resolve serious
    14  and often life-threatening disputes involving family, housing,


     1  essential benefits, employment, consumer practices and other
     2  civil legal matters; and
     3     WHEREAS, In 2004 through 2005 alone, NLSA handled 11,386
     4  cases affecting more than 34,000 people who had no other place
     5  to turn; and
     6     WHEREAS, NLSA has partnered throughout its 40-year history
     7  with private bar, judiciary, legislators and community
     8  organizations to provide additional civil legal services at no
     9  cost through individual attorney and paralegal volunteers,
    10  Protection From Abuse Teams, People's Law Clinics, Lawyers on
    11  Loan, Older & Wiser and Helpline; and
    12     WHEREAS, NLSA has been the incubator for scores of wise and
    13  talented jurists who have moved on from the public interest
    14  organization to serve the Statewide justice community and
    15  beyond; and
    16     WHEREAS, Neighborhood Legal Services Association, in 2006, is
    17  celebrating its 40th anniversary of providing access to equal
    18  justice; therefore be it
    19     RESOLVED, That the House of Representatives, in recognition
    20  of the essential community services and continuing commitment to
    21  access to equal justice provided by the Neighborhood Legal
    22  Services Association for the past 40 years, declare March 18,
    23  2006, as "Neighborhood Legal Services Association Day" in the
    24  Commonwealth.
