INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, APRIL 8, 2002
A RESOLUTION 1 Designating the week of April 7 through 13, 2002, as "Week of 2 the Young Child" in Pennsylvania. 3 WHEREAS, The "Week of the Young Child" is an annual 4 celebration each April, sponsored by the National Association 5 for the Education of Young Children (NAEYC), the world's largest 6 early childhood education association; and 7 WHEREAS, The purpose of the "Week of the Young Child" is to 8 focus public attention on the needs of young children and their 9 families and to recognize the early childhood programs and 10 services that meet those needs; and 11 WHEREAS, The NAEYC first established the "Week of the Young
1 Child" in 1971, recognizing that the early childhood years 2 (birth through age eight) lay the foundation for children's 3 success in school and later life; and 4 WHEREAS, The "Week of the Young Child" is a time to recognize 5 that children's opportunities are our responsibilities, and to 6 recommit ourselves to ensuring that each and every child 7 experiences the type of early environment--at home, at child 8 care, at school and in the community--that will promote their 9 early learning; and 10 WHEREAS, Federal, State and local government, communities, 11 parents and the private sector must share in the responsibility 12 of ensuring the well-being of children and families, and must do 13 more to create opportunities that help all children and families 14 succeed, invest now in our children and families and enjoy long- 15 term savings, with a more vibrant nation of healthy, achieving 16 children and more stable families; and 17 WHEREAS, The "Week of the Young Child" is a time to focus on 18 the needs of young children and families and to plan how we--as 19 citizens of the community, State and nation--can better meet the 20 needs of all young children and their families; therefore be it 21 RESOLVED, That the House of Representatives designate the 22 week of April 7 through 13, 2002, as "Week of the Young Child" 23 in Pennsylvania.
