1Amending the act of June 25, 1982 (P.L.633, No.181), entitled,
2as reenacted, "An act providing for independent oversight and
3review of regulations, creating an Independent Regulatory
4Review Commission, providing for its powers and duties and
5making repeals," altering the scope of the act as to the
6Pennsylvania Fish and Boat Commission.

7The General Assembly of the Commonwealth of Pennsylvania
8hereby enacts as follows:

9Section 1. The definition of "agency" in section 3 of the
10act of June 25, 1982 (P.L.633, No.181), known as the Regulatory
11Review Act, reenacted and amended June 30, 1989 (P.L.73, No.19)
12and amended June 25, 1997 (P.L.252, No.24), is amended to read:

13Section 3. Definitions.

14The following words and phrases when used in this act shall
15have, unless the context clearly indicates otherwise, the
16meanings given to them in this section:

18"Agency." Any department, departmental administrative board
19or commission, independent board or commission, agency or other

1authority of this Commonwealth now existing or hereafter
2created, but shall not include the Senate or the House of
3Representatives, [the Pennsylvania Fish Commission,] the
4Pennsylvania Game Commission or any court, political
5subdivision, municipal or local authority.

7Section 2. Beginning on the date specified in section 3(2)
8of this act, the amendment of the definition of "agency" in
9section 3 of the act shall apply to the following actions of the
10Pennsylvania Fish and Boat Commission:

11(1) "Proposed regulation," as defined in section 3 of
12the act.

13(2) "Final-omitted regulation," as defined in section 3
14of the act.

15Section 3. This act shall take effect as follows:

16(1) The following provisions shall take effect
17immediately:

18(i) Section 2 of this act.

19(ii) This section.

20(2) The remainder of this act shall take effect in 60
21days.
