           FEBRUARY 14, 2002

                                  A RESOLUTION

     1  Observing the week of April 21 through 27, 2002, as "Crime
     2     Victims' Rights Week" in Pennsylvania.

     3     WHEREAS, A violent crime is committed in America every 18
     4  seconds; and
     5     WHEREAS, Each year 36.9 million Americans are victimized by
     6  crime, 9.9 million of whom are victims of violent crime; and
     7     WHEREAS, Crime victims play an indispensable role in bringing
     8  offenders to justice; and
     9     WHEREAS, Law-abiding citizens are no less deserving of
    10  justice, rights, resources, restoration and rehabilitation than
    11  the violent offenders who victimize them; and
    12     WHEREAS, Crime victims and their advocates over the past two
    13  decades have made unparalleled progress toward balancing the

     1  scales of justice in our criminal justice system; and
     2     WHEREAS, The millions of survivors of crime and their
     3  families and advocates deserve justice; and
     4     WHEREAS, As a nation devoted to liberty and justice for all,
     5  America must increase its efforts to protect, restore and expand
     6  crime victims' rights; and
     7     WHEREAS, Victim service programs, criminal justice officials
     8  and concerned citizens throughout our nation are joining
     9  together to observe "National Crime Victims' Rights Week"; and
    10     WHEREAS, The year 2002 marks the 10th anniversary of
    11  "National Crime Victims' Rights Week"; therefore be it
    12     RESOLVED, That the House of Representatives observe the week
    13  of April 21 through 27, 2002, as "Crime Victims' Rights Week" in
    14  Pennsylvania; and be it further
    15     RESOLVED, That the House of Representatives reaffirm a
    16  commitment to address victims' rights and criminal justice
    17  issues during "Crime Victims' Rights Week" and throughout the
    18  year.
