                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further regulating handicapped plates and placards.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Section 1338 of Title 75 of the Pennsylvania
     6  Consolidated Statutes is amended to read:
     7  § 1338.  Handicapped plate and placard.
     8     (a)  Handicapped plate.--On the application verified by a
     9  licensed physician or rehabilitation therapist of any person
    10  who:
    11         (1)  does not have full use of a leg or both legs [or an
    12     arm or both arms;], as evidenced by the use of a wheelchair,
    13     walker, crutches, quadripod cane, artificial leg or legs,
    14     braces or other such device; or
    15         (2)  [is blind;
    16         (3)  is in loco parentis of a person specified in


     1     paragraph (1) or (2); or
     2         (4)]  is physically limited by a cardiopulmonary
     3     condition, such as severe emphysema or chronic bronchitis,
     4     restricting substantially his movements;
     5  the department shall issue a special registration plate for one
     6  passenger car or other vehicle with a registered gross weight of
     7  not more than 9,000 pounds, designating the vehicle so licensed
     8  as being used by a handicapped person. Special plates for
     9  handicapped persons may also be issued for vehicles operated
    10  exclusively for the use and benefit of handicapped persons.
    11     (b)  Handicapped parking placard.--On the application of any
    12  person who meets the qualifications of subsection (a), or is
    13  blind, or is a parent or a person in loco parentis of a person
    14  specified in subsection (a) or a blind person, and whose
    15  application has been verified by a licensed physician or
    16  rehabilitation therapist, the department shall issue one special
    17  parking placard of such size and design as the department shall
    18  specify, designating the vehicle in which it is displayed as
    19  being used for the transportation of a handicapped person. Such
    20  placard shall be prominently displayed on the right front dash
    21  of the vehicle when it is in use for the transportation of such
    22  person. Placards may also be issued for use in vehicles operated
    23  exclusively for the use and benefit of handicapped persons.
    24     Section 2.  This act shall take effect in 60 days.
