        REFERRED TO COMMITTEE ON INTERGOVERNMENTAL AFFAIRS,
           JANUARY 22, 1998

                                  A RESOLUTION

     1  Memorializing the Citizens' Stamp Advisory Committee of the
     2     United States Postal Service to consider and recommend to the
     3     United States Postal Service Board of Governors the issuance
     4     of a commemorative stamp marking the 100th anniversary of the
     5     Veterans of Foreign Wars.

     6     WHEREAS, The Veterans of Foreign Wars (VFW) has served the
     7  interests of its members and all American veterans since the
     8  original predecessor organizations were founded in 1899
     9  following the Spanish-American War and the China Relief
    10  Expedition; and
    11     WHEREAS, The VFW was instrumental in winning the rights and
    12  benefits to which veterans are now entitled, including the GI
    13  bill of rights, which has helped generations of Americans to
    14  afford higher education; and


     1     WHEREAS, The VFW is currently organized into approximately
     2  10,500 posts with 2.1 million members in every state and
     3  territory in the United States, including 630 posts with 160,000
     4  members in Pennsylvania; and
     5     WHEREAS, The VFW's slogan, "Honor the Dead by Helping the
     6  Living," epitomizes the organization's record of service to the
     7  community through "Buddy Poppy Day," many youth activities,
     8  educational programs and the Voice of Democracy Scholarship
     9  Program; and
    10     WHEREAS, Pennsylvania has played a pivotal role in the
    11  development of the VFW, with three of the founding groups
    12  located in Pittsburgh, Altoona and Philadelphia; therefore be it
    13     RESOLVED, That the House of Representatives of the
    14  Commonwealth of Pennsylvania memorialize the Citizens' Stamp
    15  Advisory Committee to consider and recommend to the United
    16  States Postal Service Board of Governors that a commemorative
    17  stamp marking the 100th anniversary of the Veterans of Foreign
    18  Wars be issued by the United States Postal Service; and be it
    19  further
    20     RESOLVED, That a copy of this resolution be transmitted to
    21  the Citizens' Stamp Advisory Committee.
