        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 12, 1996

                                  A RESOLUTION

     1  Designating May 21 as "55 Alive/Mature Driving Day" in
     2     Pennsylvania.

     3     WHEREAS, The American Association of Retired Persons (AARP),
     4  the nation's leading nonprofit, nonpartisan organization,
     5  founded in 1958, provides a vital fellowship for men and women
     6  age 50 and older whether they are still actively employed,
     7  semiretired or retired; and
     8     WHEREAS, Recognizing the need to help older drivers improve
     9  their skills and prevent traffic accidents, AARP offers to all
    10  motorists age 50 and older the 55 Alive/Mature Driving Program,
    11  an eight-hour classroom refresher course with a comprehensive
    12  curriculum designed especially for the older motorist; and
    13     WHEREAS, AARP's involvement in driver improvement education
    14  for older Americans began in 1969 when the association commenced

     1  teaching the National Safety Council's (NSC) Defensive Driving
     2  Course (DDC) to older Americans nationwide; and
     3     WHEREAS, Convinced that older drivers should have a training
     4  program of their own, AARP decided to create one; and
     5     WHEREAS, The United States Department of Transportation
     6  evaluated the 55 Alive/Mature Driving Program and found a large
     7  and statistically significant increase in knowledge during the
     8  entire evaluation period in the group that was retrained; and
     9     WHEREAS, Legislation has been enacted in 33 states, including
    10  Pennsylvania and the District of Columbia, which requires all
    11  automobile insurance companies conducting business in those
    12  jurisdictions to provide a premium discount to graduates of
    13  State-approved driver improvement courses. AARP's 55
    14  Alive/Mature Driving Program is approved in every state;
    15  therefore be it
    16     RESOLVED, That the House of Representatives designate May 21
    17  as "55 Alive/Mature Driving Day" in Pennsylvania in recognition
    18  of the major contribution of this program to driver safety.
