A RESOLUTION 1 Urging Pennsylvanians to refrain from vacationing in France and 2 Spain and to avoid utilizing French and Spanish airports. 3 WHEREAS, United States citizens and citizens of its allies 4 abroad have been increasingly subject to terroristic attacks 5 and, in fact, many have suffered loss of life due to these 6 indiscriminate acts of terror; and 7 WHEREAS, United States intelligence sources have 8 substantiated a direct connection between incidents of terror 9 inflicted upon United States citizens and the Libyan government; 10 and 11 WHEREAS, On Monday, April 14, 1986, at the direction of the 12 President of the United States, the United States military 13 conducted an air strike within the territory of Libya designed 14 to destroy terrorist installations; and 15 WHEREAS, In carrying out this strike, United States Air Force 16 planes flying out of Great Britain were denied the optimum air 17 route to their targets when the governments of France and Spain
1 denied our planes overflight rights through their airspace; and 2 WHEREAS, This resulted in a much greater risk to the lives of 3 the pilots involved, as these planes were forced to fly in 4 excess of 2,800 nautical miles in order to reach Libya, a flight 5 which requires several in-flight refueling operations; therefore 6 be it 7 RESOLVED, That the House of Representatives, in response to 8 the French and Spanish government's total lack of support for a 9 recognized ally, which resulted in a substantially increased 10 risk to the United States military personnel involved, urge 11 Pennsylvania residents to refrain from vacationing or otherwise 12 traveling in the countries of France and Spain; and be it 13 further 14 RESOLVED, That Pennsylvania residents, where at all possible, 15 avoid air routes which involve the utilization of French and 16 Spanish airports or airspace, and be it further 17 RESOLVED, That a copy of this resolution be sent to the 18 Bureau of Travel Development in the Department of Commerce and 19 to the Pennsylvania Travel Council for distribution to its 20 members.
