        REFERRED TO COMMITTEE ON RULES, NOVEMBER 20, 1991

                                  A RESOLUTION

     1  Commending law enforcement officials, including the Sheriff's
     2     Department of Philadelphia, for the initiation of the Junior
     3     Posse Program to combat drug abuse.

     4     WHEREAS, In October, 1988, the Philadelphia County Sheriff's
     5  Department, under the leadership of Sheriff John Green,
     6  initiated the Sheriff's Junior Posse Program to combat drug
     7  abuse among today's youth; and
     8     WHEREAS, The Sheriff's Junior Posse Program encourages young
     9  people to partake in social and cultural worthwhile events which
    10  build self-esteem instead of succumbing to the plague of drug
    11  abuse which too often destroys young lives and potential; and
    12     WHEREAS, The program reminds young people, through guest
    13  speakers, graphic cellroom tours and trips to the medical
    14  examiner's office, that drugs and crime are socially destructive
    15  and that they can realize their dreams through hard work and
    16  determination which can only be achieved by living healthy and

     1  drug-free lives; and
     2     WHEREAS, The Sheriff's Junior Posse Program has been the
     3  subject of Statewide and national recognition, including Dan
     4  Rather's nightly news show, for its success and achievements in
     5  helping to mold responsible young leaders who, believing in
     6  their potential, turn away from drugs; therefore be it
     7     RESOLVED, That the House of Representatives recognize the
     8  outstanding accomplishments of the Sheriff's Junior Posse
     9  Program which has witnessed the participation of over 120,000
    10  Philadelphia public school children and support the ideals and
    11  values which it strives to instill in young people; and be it
    12  further
    13     RESOLVED, That the House of Representatives commend the law
    14  enforcement officials and other people who work hard to make
    15  this program an overwhelming success story for the county and
    16  people of Philadelphia; and be it further
    17     RESOLVED, That the House of Representatives encourage every
    18  county and municipality in this Commonwealth to study the
    19  Sheriff's Junior Posse Program of Philadelphia as an example of
    20  an effective program which can be conducted on behalf of young
    21  people.
