        REFERRED TO COMMITTEE ON RULES, OCTOBER 17, 1983

                            A CONCURRENT RESOLUTION

     1  Memorializing Congress to remove the $1 per hundredweight milk
     2     assessment.

     3     WHEREAS, An economically healthy dairy industry is vital to
     4  the economic well-being of Pennsylvania and the Nation; and
     5     WHEREAS, The dairy farmers of Pennsylvania are in dire
     6  economic straits due to the summer's prolonged drought which has
     7  resulted in a sharp escalation in feed prices; and
     8     WHEREAS, The new milk assessment of $1 per hundredweight,
     9  promulgated by the United States Department of Agriculture, has
    10  not caused any decrease in the production of milk to alleviate
    11  the dairy surplus situation, but will create a financial burden
    12  of about $200,000,000 annually for the dairy farmers of
    13  Pennsylvania; and
    14     WHEREAS, Incentive proposals to reduce milk production,
    15  rather than a milk assessment, will more effectively deal with
    16  the dairy surplus problem; therefore be it


     1     RESOLVED (the Senate concurring), That the General Assembly
     2  of Pennsylvania memorialize the Congress of the United States to
     3  rescind the $1 per hundredweight milk assessment and to support
     4  the concept of an incentive proposal for the reduction of milk
     5  production; and be it further
     6     RESOLVED, That copies of this resolution be transmitted to
     7  the President of the United States, the presiding officers of
     8  each house of Congress, the United States Secretary of
     9  Agriculture and to each member of Congress from Pennsylvania.
