           HALUSKA, SEVENTY, OLASZ, ITKIN, DeWEESE, MRKONIC, WOZNIAK,
           KENNEDY, McVERRY, MARMION, LAUGHLIN, O'DONNELL, STEVENS,
           TELEK, GRUPPO, BURNS, CESSAR, JOHNSON, KLINGAMAN, ALDERETTE,
           F. E. TAYLOR, TRELLO, PHILLIPS, BELFANTI, LLOYD, STEWART AND
           KUKOVICH, SEPTEMBER 28, 1983

        ADOPTED, SEPTEMBER 28, 1983

                            A CONCURRENT RESOLUTION

     1  Urging Congress to refrain from granting the power of eminent
     2     domain to coal slurry pipeline companies.

     3     WHEREAS, Coal slurry pipelines threaten the economic health
     4  of the railroad industry which is vital to the economy of
     5  Pennsylvania; and
     6     WHEREAS, Coal slurry pipelines would result in the loss of
     7  thousands of railroad-related jobs, especially in Pennsylvania;
     8  and
     9     WHEREAS, Coal slurry pipelines would be of no economic
    10  benefit to Pennsylvania; and
    11     WHEREAS, The Federal Government should not interfere with the
    12  traditional jurisdiction of states over eminent domain issues;
    13  therefore be it
    14     RESOLVED (the Senate concurring), That the General Assembly
    15  of the Commonwealth of Pennsylvania urge the Congress of the
    16  United States to not pass legislation granting coal slurry

     1  pipelines the power of eminent domain; and be it further
     2     RESOLVED, That copies of this resolution be transmitted to
     3  the presiding officers of each house of Congress and to each
     4  member of Congress from Pennsylvania.
