        INTRODUCED BY RICHARDSON, BUXTON, VEON, MUNDY, PESCI, BELFANTI,
           KUKOVICH, STABACK, ROBINSON, PISTELLA, PRESTON, CORRIGAN,
           JOSEPHS, ROONEY, MASLAND, ACOSTA, BISHOP, CARN, EVANS,
           HUGHES, JAMES, KIRKLAND, LINTON, OLIVER, ROEBUCK, THOMAS,
           WILLIAMS, LaGROTTA AND DALEY, JUNE 15, 1993

        REFERRED TO COMMITTEE ON RULES, JUNE 15, 1993

                                  A RESOLUTION

     1  Memorializing the President of the United States to begin
     2     negotiations with certain African states to end apartheid in
     3     South Africa.

     4     WHEREAS, The brutal and oppressive apartheid situation in the
     5  Republic of South Africa continues to deteriorate; and
     6     WHEREAS, Continuing to ignore or downplay the situation will
     7  only cause needless suffering by black South African peoples;
     8  and
     9     WHEREAS, Economic support of African states surrounding the
    10  Republic of South Africa would lessen their economic dependence
    11  on the Republic of South Africa; and
    12     WHEREAS, Greater economic independence would give these
    13  states greater leverage to end the apartheid system practiced by
    14  the Republic of South Africa; therefore be it
    15     RESOLVED, That the House of Representatives of the
    16  Commonwealth of Pennsylvania memorialize the President of the
    17  United States to begin negotiations with Botswana, Namibia,

     1  Zambia and Zimbabwe, and with the African National Congress
     2  (ANC) with the goal of giving these states and the ANC economic
     3  assistance for the purpose of eliminating the apartheid system
     4  of the Republic of South Africa; and be it further
     5     RESOLVED, That a copy of this resolution be immediately
     6  transmitted to the President of the United States.
