HOUSE RESOLUTION

No. 126 Session of 1999


        INTRODUCED BY ARMSTRONG, THOMAS, FLICK, TIGUE, ZIMMERMAN, EGOLF,
           SEYFERT, SOLOBAY, YUDICHAK, HARHART, SCHRODER, DAILEY,
           BARRAR, MAITLAND, YOUNGBLOOD, JOSEPHS, VITALI, WOJNAROSKI,
           MYERS, KIRKLAND, JAMES, HENNESSEY, BENNINGHOFF, SAYLOR,
           ARGALL, McILHATTAN, FRANKEL AND CARN, APRIL 13, 1999

        REFERRED TO COMMITTEE ON INTERGOVERNMENTAL AFFAIRS,
           APRIL 13, 1999

                                  A RESOLUTION

     1  Establishing the Subcommittee on Information Technology.

     2     WHEREAS, Information technology is vastly expanding; and
     3     WHEREAS, It is necessary for the Commonwealth and its
     4  citizens to keep up with developments and to make innovations in
     5  this technology; and
     6     WHEREAS, The House of Representatives must be adequately
     7  informed about information technology; therefore be it
     8     RESOLVED, That the Intergovernmental Affairs Committee
     9  establish a Subcommittee on Information Technology; and be it
    10  further
    11     RESOLVED, That the subcommittee study information technology
    12  with a view to making the Commonwealth a leader in information
    13  technology; and be it further
    14     RESOLVED, That the subcommittee be empowered to hold
    15  hearings, take testimony and make its investigations at such


     1  places as it deems necessary in this Commonwealth and that each
     2  member of the subcommittee have power to administer oaths and
     3  affirmations to witnesses appearing before the subcommittee; and
     4  be it further
     5     RESOLVED, That the subcommittee be empowered to issue
     6  subpoenas under the hand and seal of its chairperson commanding
     7  any person to appear before the subcommittee and to answer
     8  questions touching matters properly being inquired into by the
     9  subcommittee and to produce records and documents the
    10  subcommittee deems necessary; and be it further
    11     RESOLVED, That subpoenas be able to be served upon any person
    12  and have the same effect as subpoenas issued out of the courts
    13  of this Commonwealth and that any person who willfully neglects
    14  or refuses to testify before the subcommittee or to produce
    15  records or documents be subject to the penalties provided by the
    16  laws of this Commonwealth in such case; and be it further
    17     RESOLVED, That the subcommittee report to the House of
    18  Representatives on its activities, findings and recommendations
    19  by December 31, 1999; and be it further
    20     RESOLVED, That the expenses incurred by the subcommittee in
    21  carrying out its responsibilities, including per diem and travel
    22  expenses incurred by members and regular staff, stenographic
    23  charges and other incidental expenses, be paid from appropriate
    24  accounts under the control of the Chief Clerk of the House of
    25  Representatives and be in addition to any other amount
    26  authorized for expenses for contractors, consultants and staff;
    27  and be it further
    28     RESOLVED, That the chairperson make a monthly report of all
    29  expenses incurred by the subcommittee to each member of the
    30  subcommittee and to the Majority Leader and the Minority Leader

     1  of the House of Representatives and, within 30 calendar days
     2  after the subcommittee has made its report or the mandate of the
     3  subcommittee has expired, cause a record of all expenses
     4  incurred by the subcommittee, or the members thereof, which are
     5  payable at Commonwealth expense to be filed with the Chief Clerk
     6  of the House of Representatives.
