           GRABOWSKI, PRATT, LETTERMAN, COLE, GIAMMARCO, POTT,
           LIVENGOOD, D. M. O'BRIEN, SIEMINSKI, PETRARCA, BELARDI,

                          In the House of Representatives, June 25, 1979

     1     WHEREAS, The number of Fish and Game Enforcement Officers are
     2  limited and cannot spot every violation; and
     3     WHEREAS, Most sportsmen are good law abiding citizens who are
     4  harmed by the few who violate the Fish and Game Laws; and
     5     WHEREAS, The Help Our Wildlife (HOW) Program enlists the aid
     6  of citizens in an effort to increase the effectiveness of the
     7  enforcement agents. Hunters, fishermen and hikers are asked to
     8  carry a wallet size form that is used to report violations
     9  observed by the citizen. This voluntary cooperative plan,
    10  already in operation in about two dozen states, does a far
    11  better job of protecting our wildlife from abuse; therefore be
    12  it
    13     RESOLVED, That the House of Representatives urges the
    14  Pennsylvania Game Commission and the Pennsylvania Fish
    15  Commission to adopt the Help Our Wildlife (HOW) Program used by
    16  many other states, including New York; and be it further


     1     RESOLVED, That copies of this resolution be sent to the
     2  Pennsylvania Game Commission and the Pennsylvania Fish
     3  Commission.
