                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, increasing the term of office of Senators
     3     and Representatives; and decreasing the number of senatorial
     4     and representative districts.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendment to the Constitution of
     8  Pennsylvania is proposed in accordance with Article XI:
     9     That sections 3 and 16 of Article II be amended to read:
    10  § 3.  Terms of members.
    11     Senators shall be elected for the term of [four] six years
    12  and Representatives for the term of [two] four years.
    13  § 16.  Legislative districts.
    14     The Commonwealth shall be divided into [50] 42 senatorial and
    15  [203] 125 representative districts, which shall be composed of
    16  compact and contiguous territory as nearly equal in population
    17  as practicable. Each senatorial district shall elect one


     1  Senator, and each representative district one Representative.
     2  Unless absolutely necessary no county, city, incorporated town,
     3  borough, township or ward shall be divided in forming either a
     4  senatorial or representative district.
     5     Section 2.  The amendments shall be implemented in accordance
     6  with the following schedule:
     7         (1)  Senators elected in 2020 shall serve for a term of
     8     two years.
     9         (2)  The reduction in the number of Senators and
    10     Representatives shall take effect in 2022.
    11         (3)  (i)  At the election conducted in 2022, pursuant to
    12         a plan determined by the General Assembly, one-third of
    13         the Senators shall be elected for a term of two years,
    14         one-third of the Senators shall be elected for a term of
    15         four years and the remainder of the Senators shall be
    16         elected for a term of six years. Thereafter, all Senators
    17         shall be elected for a term of six years.
    18             (ii)  At the election conducted in 2022, pursuant to
    19         a plan determined by the General Assembly, one-half of
    20         the Representatives shall be elected for a term of two
    21         years and one-half shall be elected for a term of four
    22         years. Thereafter, all representatives shall be elected
    23         for a term of four years.
