AN ACT
1 Amending the act of June 26, 1974 (No.21-A), entitled "An act to
2 provide for the expenses of the Executive, Legislative and
3 Judicial Departments of the Commonwealth, the public debt and
4 for the public schools for the fiscal year July 1, 1974 to
5 June 30, 1975, and for the payment of bills incurred and
6 remaining unpaid at the close of the fiscal period ending
7 June 30, 1974; and providing for subpoena powers for
8 legislative appropriation committees," making an additional
9 appropriation to the Department of Education.
10 The General Assembly of the Commonwealth of Pennsylvania
11 hereby enacts as follows:
12 Section 1. As much as relates to the Department of Education
13 in section 2, act of June 26, 1974 (No.21-A), known as "The
14 General Appropriation Act of 1974," is amended to read:
15 Section 2. The following sums, or as much thereof as may be
16 necessary, are hereby specifically appropriated from the General
17 Fund to the several hereinafter named agencies of the Executive,
18 Legislative and Judicial Departments of the Commonwealth for the
19 payment of the salaries, wages or other compensation and travel
20 expense of the duly elected or appointed officers and employees
21 of the Commonwealth, for payment of fees of contractual services
1 rendered, for the purchase of rental of goods, services,
2 printing, equipment, land and buildings and for payment of any
3 other expenses, as provided by law or by this act, necessary for
4 the proper conduct of the duties, functions and activities and
5 for the purposes hereinafter set forth for the fiscal year
6 beginning July 1, 1974, and for the payment of bills incurred
7 and remaining unpaid at the close of the fiscal period ending
8 June 30, 1974.

13 Operation, maintenance and administration of
14 the State colleges and State-owned university......[132,000,000]

16 Included in the above appropriation are funds
17 required to meet all pay increases for the
18 professional and nonprofessional employees of
19 said institutions during the 1974-1975 fiscal
20 year.
21 And in addition to the above amount, all
22 income and all moneys not subject to refund
23 collected at the several State colleges and
24 Indiana University or received from the Federal
25 Government or from any other source and paid
26 into the General Fund of the State Treasury
27 under existing laws are hereby appropriated out
28 of the General Fund to the several State colleges
29 and Indiana University for the same purpose,
30 each college and university to receive from such

1 appropriation the exact amount which was collected
2 at said college or university or received from
3 the Federal Government or from any other source
4 during the said fiscal period.
