and inserting

Amend Bill, page 3, by inserting between lines 13 and 14
(e) Refund and waiver of fees.--The department shall:
(1) Refund to a person whose operating privilege is
recalled under this section the registration fee paid to the
department for a vehicle registered solely to the person,
provided that the person shall only be entitled to a refund
of the registration fee paid to the department for the
registration period in which the person's operating privilege
was recalled.
(2) Waive all fees required for the initial issuance of
an identification card to a person whose operating privilege
is recalled under this section. This paragraph shall not
apply to a fee required by the department for the issuance of
an identification card that complies with the act of May 26,
2017 (P.L.6, No.3), known as the Pennsylvania REAL ID
Compliance Act.
