"NOTWITHSTANDING"
(a) Prohibition .--
Amend Bill, page 3, by inserting between lines 29 and 30
(b) Applicability.--The provisions of this section shall not
apply if a proclamation of a national emergency related to
public health and safety is declared by the President of the
United States pursuant to the authority vested to the President
by the Constitution and laws of the United States, including
sections 201 and 301 of the National Emergencies Act (Public Law
94-412, 90 Stat. 1255).
