AMENDMENTS TO HOUSE BILL NO. 1170

Amend Bill, page 4, lines 11 through 13, by striking out all
of said lines and inserting
(e) Prohibition.--
(1) A construction industry employer or subcontractor
shall not discriminate against any employee or prospective
employee on the basis of race, ethnicity, color or national
origin in an effort to comply with requirements under section
3.
(2) The department may not investigate a complaint that
is based solely on race, ethnicity, color or national origin.
(3) The Pennsylvania Human Relations Commission may
investigate complaints of discrimination and shall apply the
same duties, penalties and remedies to enforce this act as
prescribed under the act of October 27, 1955 (P.L.744,
No.222), known as the Pennsylvania Human Relations Act.
