and inserting

Amend Bill, page 2, by inserting between lines 1 and 2
(c) Nonapplicability.--This section shall not apply if the
person charged is:
(1) a child under 14 years of age; or
(2) a child under 18 years of age with an intellectual
disability acting under the direction of the child's parent,
an individual residing in the same household as the child or
an individual responsible for the child's welfare.
