Amend Bill, page 2, by inserting between lines 14 and 15
( ii) In the case where a township service is provided to a
property and the township service is not in the name of the
property owner, the township may not file a lien against the
property and shall use alternative methods to collect from the
property owner any delinquency, penalties and late fees.
