6(a) The General Assembly may by law exempt from taxation:

8(v) Institutions of purely public charity, but in the case
9of any real property tax exemptions only that portion of real
10property of such institution which is actually and regularly
11used for the purposes of the institution. To qualify as an 
12institution of purely public charity under this clause, the 
13institution must:

14(A) Advance a charitable purpose.

15(B) Donate or render gratuitously a substantial portion of
16its services.

17(C) Benefit a substantial and indefinite class of persons
18who are legitimate subjects of charity.

19(D) Relieve the government of some of its burden.

20(E) Operate entirely free from private profit motive.
