6Section 5. State Plan Implementation Advisory Committee.

7(a) Establishment.--There is established within the
8department the State Plan Implementation Advisory Committee. The
9purpose of the committee shall be to advise the department
10during the development of the provisions for the implementation
11of the State plan.

12(b) Membership.--The membership of the committee shall
13consist of eight members of the General Assembly who shall be
14appointed as follows:

15(1) Two members appointed by the Majority Leader of the
16Senate.

17(2) Two members appointed by the Minority Leader of the
18Senate.

19(3) Two members appointed by the Majority Leader of the
20House of Representatives.

21(4) Two members appointed by the Minority Leader of the
22House of Representatives.

23(c) Appointment.--Members of the committee shall be
24appointed within 30 days of the effective date of this act.

25(d) Terms of service.--Members of the committee shall serve
26until final approval of the State plan by the EPA.

27(e) Chairperson.--The chairperson of the committee shall be
28elected from among and by a majority vote of the members
29appointed under subsection (b).

30(f) Meetings.--Within 60 days of the effective date of this
31act, the department shall call the first meeting of the
32committee and shall establish a schedule for monthly meetings of
33the committee to assist the department in crafting the State
34plan.

35(g) Expenses.--Members of the committee shall serve without
36compensation.
