1Amend Bill, page 6, by inserting between lines 8 and 9

2(7) Consult at least monthly with the State Plan
3Implementation Advisory Committee.

4Section 5. State Plan Implementation Advisory Committee.

5(a) Establishment.--There is established within the
6department the State Plan Implementation Advisory Committee. The
7purpose of the committee shall be to advise the department
8during the development of the provisions for the implementation
9of the State plan.

10(b) Membership.--The membership of the committee shall
11consist of eight members of the General Assembly who shall be
12appointed as follows:

13(1) Two members appointed by the Majority Leader of the
14Senate.

15(2) Two members appointed by the Minority Leader of the
16Senate.

17(3) Two members appointed by the Majority Leader of the
18House of Representatives.

19(4) Two members appointed by the Minority Leader of the
20House of Representatives.

21(c) Appointment.--Members of the committee shall be
22appointed within 30 days of the effective date of this act.

23(d) Terms of service.--Members of the committee shall serve
24until final approval of the State plan by the EPA.

25(e) Chairperson.--The chairperson of the committee shall be
26elected from among and by a majority vote of the members
27appointed under subsection (b).

28(f) Meetings.--Within 60 days of the effective date of this
29act, the department shall call the first meeting of the
30committee and shall establish a schedule for monthly meetings of
31the committee to assist the department in crafting the State
32plan.

33(g) Expenses.--Members of the committee shall serve without
34compensation.

35(h) Facilitator.--The department shall retain the services
36of a third-party facilitator to conduct the activities of the
37committee.
