16(c) Restrictions on use.--Funds in the State Lottery Fund
17may not be used for a payment to a private manager or contractor
18or to a lawyer, accountant, broker, lobbyist, advertiser,
19financial advisor or other consultant engaged in connection with
20the study, evaluation or other exploration of, including the
21execution and implementation of, a private management agreement
22for the operation or management of the State Lottery.

23Section 3. Section 315 of the act, added June 30, 2011 
24(P.L.110, No.23), is amended to read:

27Section 4. This act shall take effect as follows:

28(1) The addition of section 311(c) of the act shall take
29effect in 60 days.

30(2) The remainder of this act shall take effect
31immediately.
