AMENDMENTS TO HOUSE BILL NO. 1716

1Amend Bill, page 1, line 1, by striking out "an amendment"
2and inserting

3 distinct amendments

4Amend Bill, page 1, line 2, by inserting after
5"Pennsylvania,"

6 further providing for terms of members of the General
7Assembly; and

8Amend Bill, page 1, lines 5 through 7, by striking out all of
9said lines and inserting

10Section 1. The following distinct amendments to the
11Constitution of Pennsylvania are proposed in accordance with
12Article XI:

13(1) That section 3 of Article II be amended to read:

14§ 3. Terms of members.

15(a) Senators [shall be elected for the term of four years]
16and Representatives shall be elected for the term of two years.

17(b) Senators in even-numbered districts elected at the
18general election in 2018 shall serve a two-year term. Senators
19in odd-numbered districts elected at the general election in
202016 shall serve a two-year term. Senators now elected and those
21whose terms are unexpired shall represent the districts in which
22they reside until the end of the terms for which they were
23elected.

24(2) That section 16 of Article II be amended to read:

25Amend Bill, page 2, lines 3 through 25, by striking out all
26of said lines and inserting

27Section 2. (a) Upon the first passage by the General
28Assembly of these proposed constitutional amendments, the
29Secretary of the Commonwealth shall proceed immediately to
30comply with the advertising requirements of section 1 of Article
31XI of the Constitution of Pennsylvania and shall transmit the
32required advertisements to two newspapers in every county in

1which such newspapers are published in sufficient time after
2passage of these proposed constitutional amendments.

3(b) Upon the second passage by the General Assembly of these
4proposed constitutional amendments, the Secretary of the
5Commonwealth shall proceed immediately to comply with the
6advertising requirements of section 1 of Article XI of the
7Constitution of Pennsylvania and shall transmit the required
8advertisements to two newspapers in every county in which such
9newspapers are published in sufficient time after passage of
10these proposed constitutional amendments. The Secretary of the
11Commonwealth shall submit the proposed constitutional amendments
12under section 1 of this resolution to the qualified electors of
13this Commonwealth as separate ballot questions at the first
14primary, general or municipal election which meets the
15requirements of and is in conformance with section 1 of Article
16XI of the Constitution of Pennsylvania and which occurs at least
17three months after the proposed constitutional amendments are
18passed by the General Assembly.
