2(h) Restriction on authority to convey.--Notwithstanding any
3other provision of this section to the contrary, the Secretary
4of General Services shall have no authority to grant and convey
5the tracts of land together with any buildings, structures or
6improvements thereon, as authorized pursuant to subsection (a)
7and described under subsection (b), until an independent
8appraisal of the subject land has been completed.
