11Section 8. Section 1414 of Title 66 is repealed:

12[§ 1414. Liens by city natural gas distribution operations.

13(a) General rule.--A city natural gas distribution operation
14furnishing gas service to a property is entitled to impose or
15assess a municipal claim against the property and file as liens
16of record claims for unpaid natural gas distribution service and
17other related costs, including natural gas supply, in the court
18of common pleas of the county in which the property is situated
19or, if the claim for the unpaid natural gas distribution service
20does not exceed the maximum amount over which the Municipal
21Court of Philadelphia has jurisdiction, in the Municipal Court
22of Philadelphia, pursuant to sections 3 and 9 of the act of May 
2316, 1923 (P.L.207, No.153), referred to as the Municipal Claim
24and Tax Lien Law, and Chapter 22 (relating to natural gas
25competition).

26(b) Residential field visit charge.--A city natural gas
27distribution operation is authorized to charge a minimum fee of
28$10 for each instance in which its representative is required to
29visit the residence of a customer in the process of attempting
30to complete required service termination steps.

31(c) Refusal of service.--The commission shall permit a city
32natural gas distribution operation to refuse to provide service
33to an applicant if the applicant has a pending lien or civil

1judgment by the city natural gas distribution operation
2outstanding against the applicant or against property owned in
3whole or in part by the applicant unless the applicant enters
4into a payment arrangement for the payment of the amount
5associated with the lien or judgment that remains outstanding at
6the time of the application.]

7Section 9. Sections 1415 introductory paragraph, 1417 and
81418 of Title 66 are amended to read:
