10Section 1. The definition of "domestic animal" in section
112303 of Title 3 of the Pennsylvania Consolidated Statutes is
12amended to read:
13§ 2303. Definitions.
14The following words and phrases when used in this chapter
15shall have the meanings given to them in this section unless the
16context clearly indicates otherwise:

18"Domestic animal." An animal maintained in captivity. The
19term also includes the germ plasm, embryos and fertile ova of
20such animals. The term also includes any species or variation of
21swine, pig or boar held in captivity.

23Section 2. Section 2305 of Title 3 is amended to read:
24§ 2305. Keeping and handling of domestic animals.
25(a) General rule.--The department shall have authority to
26regulate the keeping and handling of domestic animals to exclude
27or contain dangerous transmissible diseases and hazardous
28substances and to protect the environment, including the
29authority to require the establishment of an agricultural
30biosecurity area and that all such agricultural biosecurity
31areas so established be clearly and conspicuously posted. The
32department may develop a regulation to govern the form and
33content of posted notice to identify an agricultural biosecurity
34area.
35(b) Sterilization of boars.--No person may keep or handle a
1domestic male pig for the purpose of recreational harvesting
2unless the pig has been rendered sterile.
3(c) Construction.--Nothing in this section shall be
4construed to authorize the department to require vaccination of
5any animal to prevent or control rabies whenever that animal is
6exempt from vaccination under the act of December 15, 1986
7(P.L.1610, No.181), known as the Rabies Prevention and Control
8in Domestic Animals and Wildlife Act.
9Section 3. The definition of "wild animals" in Title 34 is
10amended to read:
