of said lines and inserting

Section 1.  The act of March 10, 1949 (P.L.30, No.14), known

7

as the Public School Code of 1949, is amended by adding a

8

section to read:

Section 211.1.  County Administration.--(a)  Notwithstanding

10

any other provision of this act, all administrative functions of

11

school districts of the second, third or fourth class within a

12

county shall be consolidated at the county level. Administrative

13

functions shall include, but are not limited to, payment of

14

payroll obligations, financial accounting and reporting,

15

purchasing and contracting with insurers, vendors and others.

16

The governing body of each county shall appoint a single county

17

superintendent for all schools within the county and may appoint

18

a solicitor and such other appointees and employes as it may

19

deem proper in carrying out the provisions of this section. Each

20

school district within a county shall pay a pro rata share of

21

the costs incurred by a county under this section, calculated

22

using the number of students.

23

(b)  The provisions of this section shall not abrogate any

24

provision of a collective bargaining agreement or employment

25

contract that exists prior to the effective date of this

26

section.

Section 2.  The definition of "current enrollment committee"

28

in section 1602-B of the act, added July 13, 2005 (P.L.226,

29

No.46), is amended to read:
