1 | Amend Bill, page 5, by inserting between lines 2 and 3 |
2 | (4) Provide that the fixed natural gas utility or city |
3 | natural gas operation shall not initially establish an |
4 | alternative regulatory mechanism pursuant to this section |
5 | unless the commission has established the fixed natural gas |
6 | utility's or city natural gas operation's rates in a general |
7 | rate case as set out under section 1308(d) (relating to |
8 | voluntary changes in rates) filed after the effective date of |
9 | this section. The commission's procedures shall ensure that |
10 | ratepayers receive timely and full flow through of all cost |
11 | reductions and other efficiencies that result from the |
12 | program through periodic rate case filings under section |
13 | 1308(d) or another suitable methodology. |
